Section 1: Name
This chapter shall be called the Quality Youth Bass
Club of San Antonio, Texas. Its short name shall be
"Quality Youth Bass Club"(Quality YBC).
Section 2: Purpose
To stimulate public awareness of bass fishing as a major sport. To
offer our state conservation department our organized moral and
political support and encouragement. To promote full adherence to all
conservation codes and to demand adequate water standards. To detect
and report any polluter and call public and political attention to the
crime. To improve our skill as bass anglers through a fellowship of
friendly exchange of expert bass-catching techniques and ideas, and to
promote and encourage youth fishing, and a love for this great
recreation. To function as a dynamic and effective link with other
Chapters of the State B.A.S.S. Chapter Federation embracing the
principles and purposes of Bass Anglers Sportsman Society (c).
Article II -
Section 1: Number of Members
Total general membership shall not exceed 50 members.
Section 2: Requirements for Membership
To become a charter member, a person shall:
(a) Voluntarily express a genuine interest in membership.
(b) If the prospective member is not a member of B.A.S.S., they
shall be required to join. (See Article V for affiliation
(c) Be recommended by a member at a regular monthly meeting.
(d) Be voted on by membership with affirmation by majority of
members present at the meeting.
(e) Club membership dues shall be $5.00 annually, payable upon
being voted into the Chapter. B.A.S.S. membership and Texas B.A.S.S.
Federation membership is required.
(f.) The new member(s) should receive a "New Members Information
Package" to include: Chapter By-Laws, Tournament Rules and Schedule,
Chapter roster and Application for B.A.S.S. membership (if needed).
Section 3: Club Members and their Duties
(a.) Vote on what expenses will be paid for by the club each year
for Top 6.
(b.) Vote on the number of two versus one day tournaments for the

A member is subject to be dropped from the membership role for the
(a) Failure to pay dues.
(b) Any action which would reflect dishonor and disgrace on this
Chapter, as decided by the Board of Directors.
(c) Failure to attend a minimum of 10 functions during the calendar
(d) Appeals for termination may be submitted to the Board of
Directors for final resolution.
Section 1: Officers and Their Duties
The officers of the Chapter shall consist of:
(a) President: Presides over all meetings and directs all official
business. Appoints and is an ex-officio member of all committees.
Supervises all Chapter functions. Allowed discretionary spending up to
$25 per month and $150 per year; any spending must be accompanied by
receipt and presented at the next club meeting.
(b) Vice President: Acts as program chairman, assists the president
in his/her duties, and presides in the absence of the president.
(c) Secretary/Treasurer: Maintains accurate minutes of all regular and
special meetings as called by the Chapter president. Maintains regular
liaison between the Chapter and the Bass Anglers Sportsman Society and
the B.A.S.S. Chapter Federation. Ensures that the results of the
Meetings and Tournaments are posted on the Internet at the Quality
Bass Club Home Page. Collects and disburses all monies. Maintains
accurate financial records and presents a current balance report at
each regular meeting. Prepares an annual audit for review by the
Chapter Board of Directors. Allowed discretionary spending up to $25
per month and $150
per year; any spending must be accompanied by receipt and presented
at the next club meeting.
(d) Sergeant at Arms: Controls and maintains order during Chapter
functions. Assures members sign in at each meeting.
(e) Tournament Director: Presides at meetings not attended by the
President and Vice President and chairs the Tournament Committee.
Section 2: Elections
The election of officers shall be held annually at a regular
meeting during the month of December. Election shall be by simple
majority of members present. Election for each officer shall be held
separately in order listed in Article III, Section 1. Additionally,
members will vote on the Sportsman of the Year during the annual
Section 3: Eligibility of Vote
Each member is entitled to one vote. Proxy votes are not permitted.
Section 4: Term of Office
The term of office is for six months.
Section 5: Vacancies
In the event of an office becoming vacant, nominations shall be
asked and an election held to fill the unexpired term of the
individual vacating the office. National B.A.S.S. headquarters shall
be notified immediately of the change of any officers.
Section 6: Eligibility for Holding
To be eligible for an officer, a member must:
(a) Have been a member for six months.
(b) Have attended at least 3/4 of Chapter meetings and 3/4 of
(c) Have shown an active interest in all Chapter functions.
All standing committees will serve for one year or until a new
committee is appointed. The terms of the committee members will
coincide with that of the president.
(a) Board of Directors: The Board of Directors will consist of
eight (8) members; 1] President, 2] Vice President, 3]
Secretary/Treasurer, 4] Immediate Past-President, 5] Tournament Director,
Sergeant At Arms, and two (2) members elected at-large by a majority
of the members present at the December regular meeting.
(1) The President will call all meetings of the Board of Directors
and preside at such meetings.
(2) The Secretary will record the minutes of these meetings.
(3) The Board will decide on all protests concerning tournaments
with the Board of Directors to serve for appeals only after the
Tournament Committee has ruled.
(4) Develop agenda for monthly meetings.
(b) Youth Committee: The purpose of this committee shall be to
plan, organize, and implement a Chapter Youth Project; to introduce
young people to the goals of B.A.S.S.; to give them a basis for
respect of our national heritage, an appreciation of the basic rules
of honesty, integrity, fair play, and sportsmanship; and to give them
an introduction to the sheer joy of fishing.
(c) Conservation Committee: The purpose of this committee shall be
to protect our national environment from harmful change; to document
and report to the proper authorities violations of local, state, and
federal anti-pollution laws, statutes, regulations, ordinances, and
other regulatory devices; to take political action to improve our
environment; to take legal action where appropriate; to undertake
informational and educational programs to bring public awareness to
threats on our environment; and to take a leadership role in repairing
the harm that has already been done to the life-saving waters of
(d) Tournament Committee: The purpose of this committee shall be to
plan, organize, and operate all Chapter tournaments. The Tournament
Committee will draft tournament rules which must then be approved by
the general membership.
(e) Other Committee: The purpose of this committee shall be to
organize other club activities as required for the club, such as the
annual Fish Fry.
(f) Distribution of Fund-Raising Proceeds: A minimum of 20% of
fund-raising proceeds will be designated to selected charities by the
club membership annually by vote.
Section 1: Requirements for Affiliation
(a) Approval of Chapter Charter by B.A.S.S.
(b) Update B.A.S.S. with Chapter membership roster once each year,
immediately following election of Chapter officers and directors.
(c) Names and addresses of new members joining the Chapter during
the year must be submitted to B.A.S.S. as they occur. The necessary
forms are included in the B.A.S.S. Chapter handbook.
(d) Maintain 80% B.A.S.S. membership.
(e) Support State Federation conservation and youth programs. Any
additional requirements that the State Federation establishes for
Chapters, such as membership dues, attendance at meetings, etc., would
be necessary in order for the Chapter to participate in the State
Federation qualifying tournament(s), and any other federation
sponsored tournaments or events.
Section 1: Amending the Constitution and By-Laws
The Constitution and By-Laws may be amended at any regular meeting
by 2/3 vote of the members present, provided written notice of the
proposed amendment has been presented to the membership at least one
regular meeting prior to the vote.
Section 2: Changing Meeting times
Meeting time and location will be the same unless changed and
approved by 2/3 vote.
